The Hydrogen Jobs Plan project was first announced by the South Australian government in 2022, with a plan to build a world leading large scale hydrogen power plant, electrolyser and storage facility near Whyalla.
The Project

The Hydrogen Jobs Plan project was first announced by the South Australian government in 2022, with a plan to build a world leading large scale hydrogen power plant, electrolyser and storage facility near Whyalla. The project sought to capitalise on the high-quality renewable energy resources in the region for hydrogen production and comprised:

  • 250 MW of hydrogen electrolysers
  • 200 MW peaking power station
  • Hydrogen storage facilities
  • Grid connection and other ancillary infrastructure

In February 2025 the South Australian government deferred the broader project to redirect funding to the Whyalla steelworks.

Akera’s Engagement

Akera was appointed in 2022 to advise on development of the transmission grid connection infrastructure, comprising the new Cultana East Substation and transmission line to connect to Cultana Substation. This included:

  • Definition of project requirements
  • Development of connection strategy
  • Consideration of procurement options
  • Development of cost, schedule and risk plans
  • Negotiation of agreements with ElectraNet to deliver the infrastructure
  • Scoping and procurement of various specialist services (grid modelling etc)
  • Strategy for various third-party infrastructure interfaces
